CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 4A <br /> <br />STAFF ORIGINATOR: John Swenson, Public Safety Director <br /> <br />MEETING DATE: November 13, 2023 <br /> <br />TOPIC: Consider Contracting for Organizational Crisis Planning & <br />Preparedness <br /> <br />VOTE REQUIRED: 3/5 <br />______________________________________________________________________________ <br /> <br />INTRODUCTION <br /> <br />To ensure that elected officials and staff are properly trained to respond to and manage <br />emergencies that occur in the Lino Lakes community, staff is proposing to hire The Axtell Group <br />to assist in planning the City’s response to emergencies and conducting training for staff and <br />elected officials. <br /> <br />BACKGROUND <br /> <br />During the Council Work Session on July 10th and November 6th, staff provided information on <br />the need to plan for emergency events that take place in the City and train elected officials and <br />staff on the plan and their respective roles. <br /> <br />Staff is proposing hiring The Axtell Group to assist with planning our response to emergencies <br />and crises occurring in the City. <br /> <br />Attached is the project proposal submitted by The Axtell Group totaling $24,500. Staff is <br />proposing using up to $25,000 of Minnesota Public Safety Aid. <br /> <br />The Axtell Group has experience working through crises and consulting with local governments. <br />Here is the link to The Axtell Group website. <br /> <br />RECOMMENDATION <br /> <br />Approve hiring The Axtell Group to assist with planning the City’s response to emergencies <br />occurring within the City and provide crisis response training to elected officials and staff. <br /> <br />ATTACHMENTS <br /> <br />Attachment to Item 7 146
