• PUD Amendment Application, narrative, and photos submitted by the applicant on <br />October 16, 2023 <br /> <br />Previous Council Action <br /> <br />• April 8, 2019: Ordinance No. 07-19 rezoning property from GB, General Business to PUD, <br />Planned Unit Development <br />o Details permitted, accessory, conditional and administrative uses specific to the <br />20 acre site <br />• April 8, 2019: Resolution No. 19-42 approving PUD Development Stage Plan/Preliminary <br />Plat <br />o Establishes development’s framework in regards to lot and yard requirements, <br />height regulations, impervious surface and design guidelines <br />• May 11, 2020: Resolution No. 20-44 approving PUD Development Stage Plan <br />Amendment #1-Site Plan and Grading & Drainage Plan <br />o This amendment omitted the clubhouse and revised the site plan and grading & <br />drainage plans <br />• July 26, 2021: Resolution No. 20-94 approving PUD Final Plan/Final Plat <br /> <br />ANALYSIS <br /> <br />North Lot Line Fence <br /> <br />A 6ft high wood privacy fence along the north lot line (except across the wetland) is required <br />per the approved PUD Preliminary Plan and PUD Final Plan. See attached Site Plan-North Lot <br />Line Fence. The intent of the fence is to provide a 6ft high screen between any development <br />(Lyngblomsten cottage homes) and adjacent, less intense, residential land uses (Rohavic Lane <br />neighbors). <br /> <br />Per the applicant’s narrative, Lyngblomsten would like to omit the installation of the fence <br />because the current topography limits the effectiveness of the fence as a screening tool. <br />Lyngblomsten spoke with the 5 property owners abutting the north lot line (258-298 Rohavic <br />Lane). Four (4) of the property owners stated they were okay with omitting the fence. The <br />property owner at 288 Rohavic Lane called City staff on October 17, 2023 and stated he would <br />like the fence to be installed. Lyngblomsten is proposing to install additional landscaping in <br />some areas. See attached Applicant’s Narrative for additional information and photos. <br /> <br />Pickleball Court <br /> <br />Lyngblomsten would like install one (1) pickleball court on the parcel addressed 275 Ash Street, <br />south of the lift station. Per the applicant’s narrative, the court would be for private use by the <br />Lyngblomsten community. The average age of their community is 83 years old. A row of <br />4
