Staff can expect to see reduced times to read <br />meters, increased accuracy in annual reporting to State agencies, provide customer support on <br />water bill concerns, and send updates to MXU’s and radios as updates become available. <br />The funding source would be Sewer and Water Enterprise funds. Ongoing annual fees have been <br />budgeted in the Water Fund earmarked as Meter Technology Upgrades. Estimated total project <br />cost is $149,278. Annual fees of $28,871 are not to exceed 3% year over year. <br />It was suggested at the December 4th work session that provisions be considered that would <br />preclude the City from using any data collected for enforcement purposes. After further review <br />staff is concerned that any such restrictions may unintentionally inhibit the use of data for <br />operations and customer use. The Water Utility already collects water use data. The new <br />smart hardware and software will allow for it to be collected more frequently with the <br />information more readily available to staff and customers. The data collected itself does not <br />specifically identify code violations since any potential code violations such as irrigation during <br />prohibited hours and or on odd/even water days would need to be field verified while in <br />progress. <br />Should the Council wish to consider creating any specific policies, staff will need to consult <br />further with the City Attorney to ensure the policies do not unnecessarily restrict the <br />operational and customer service benefits of the upgrade. <br />RECOMMENDATION <br />Staff recommendation is to approve the implementation and installation of an antenna base <br />station and customer portal with analytics. <br />ATTACHMENTS <br />1.Resolution No. 23-130 <br />2.Bid Proposal for Lino Lakes Customer Portal and Advanced Meter Reading Infrastructure <br />404
