1 <br />CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 6A <br />STAFF ORIGINATOR: Katie Larsen, City Planner <br />MEETING DATE: December 11, 2023 <br />TOPIC: Consider Resolution No. 23-126 Approving Lyngblomsten PUD <br />Amendment #2-North Lot Line Fence and Pickleball Court <br />VOTE REQUIRED: 3/5 <br />______________________________________________________________________________ <br />INTRODUCTION <br />This staff report is a revision to the December 4, 2023 Work Session staff report. At the Work <br />Session, Council supported omitting the required fence along the north lot line. The Council <br />also supported construction of the pickleball court. Resolution No. 23-126 reflects these <br />changes but does not place any specific conditions on construction of the pickleball court. If <br />conditions are requested by the Council, they will need to be included in the motion approving <br />the resolution. The resolution will then be revised to include the conditions. <br />Pickleball court conditions for consideration: <br />•Outdoor lighting of the pickleball court is not allowed. <br />•Limited hours of operation. <br />o Lyngblomsten is suggesting 8am to 8pm. <br />•Access control to Lyngblomsten residents only. <br />•Shift pickleball court to the east as much as possible. <br />•Add additional noise abatement construction methods such as acoustic panels. <br />•Extend existing privacy screen fence along west lot line. <br />o Should Lyngblomsten meet with the property owner at 255 Ash Street to discuss <br />location? <br />o The landscape plan shall be revised to show the location of the fence. <br />Complete Application Date: October 17, 2023 <br />60-Day Review Deadline:December 16, 2023 <br />120-Day Review Deadline:February 14, 2024 <br />Environmental Board Meeting: October 25, 2023 <br />Park Board Meeting: N/A <br />Planning & Zoning Board Meeting: November 8, 2023 <br />407
