3 <br />(Lyngblomsten cottage homes) and adjacent, less intense, residential land uses (Rohavic Lane <br />neighbors). <br />Per the applicant’s narrative, Lyngblomsten would like to omit the installation of the fence <br />because the current topography limits the effectiveness of the fence as a screening tool. <br />Lyngblomsten spoke with the 5 property owners abutting the north lot line (258-298 Rohavic <br />Lane). Four (4) of the property owners stated they were okay with omitting the fence. The <br />property owner at 288 Rohavic Lane called City staff on October 17, 2023 and stated he would <br />like the fence to be installed. Lyngblomsten is proposing to install additional landscaping in <br />some areas. See attached Applicant’s Narrative for additional information and photos. <br />Pickleball Court <br />Lyngblomsten would like install one (1) pickleball court on the parcel addressed 275 Ash Street, <br />south of the lift station. Per the applicant’s narrative, the court would be for private use by the <br />Lyngblomsten community. The average age of their community is 83 years old. A row of <br />arborvitaes exists along the west lot line. Four (4) black hills spruce trees are proposed along <br />the south lot line. An eight (8) foot tall chain link fence is proposed around the court. <br />Sport courts are allowed in rural and residential zoning districts and performance standards are <br />detailed in City Code Section 1007.043(4)(b). Although Lyngblomsten is zoned PUD, Planned <br />Unit Development and has residential and commercial components, the sport court ordinance <br />requirements can be used as a baseline for discussion.
