LINO LAKES CITY COUNCIL <br /> REGULAR MEETING <br /> MINUTES <br /> DATE: November 27, 2023 <br /> TIME STARTED: 6:30 PM <br /> TIME ENDED: 7:24 PM <br /> MEMBERS PRESENT: Councilmembers, Lyden,Stoesz, Ruhland,Cavegn, Mayor Rafferty <br /> Staff members present: City Administrator Sarah Cotton; Director of Public Safety John Swenson; <br /> Community Development Director Michael Grochala; City Clerk Jolleen Chaika. <br /> PUBLIC COMMENT <br /> Public Comment was opened at 6:31 PM. <br /> Mr. Scott Featherstone, 631 Andall Street, addressed Council regarding concerns he and his <br /> neighbors have related to the proposed Natures Refuge North development, noting the primary <br /> concern is increased traffic volume. He presented a list of names and addresses of neighbors who <br /> wished to have Council hold a neighborhood meeting. He provided the list to the City Clerk for <br /> distribution to Council. <br /> 1.
