<br />Staff first provided the Council information on Public Safety Aid at the July 10, 2023 Council <br />Work Session with recommended uses for these funds. The full staff report is attached for your <br />review. <br />Council has previous allocated public safety aid funds for the following uses: <br /> <br />1. During the Council meeting on September 11, 2023, Council authorized the uses of up to <br />$200,000 for the purchase of a digital mobile evidence system (body worn and squad <br />cameras) and up to $156,230 for the purchase of fire suppression and rescue equipment <br />for placement on the new fire apparatus. <br />2. During the Council meeting on December 11, 2023, Council authorized the uses of up to <br />$25,000 for organizational crisis planning and preparedness training and $229,294 to <br />reduce the interfund loan amount for the purchase of two new pieces of fire apparatus. <br /> <br />The total for all of the allocated public safety funds to date is $610,525 and these uses align <br />with the staff recommendation at the July 10, 2023 Council meeting. <br /> <br />At the July 10, 2023 Council meeting, staff also recommended allocating up to $300,000 to <br />create retention and recruitment incentives for fire and police staff and allocation up to <br />$100,000 to expand the employee wellness programming for fire personnel. To date staff has <br />not been authorized to develop potential retention and recruitment incentives. The employee <br />wellness programming for fire staff has been funded through a FEMA Assistance to Firefighters <br />grant that was awarded to the Public Safety Department on September 25, 2023; therefore, the <br />$100,000 of public safety aid funding is no longer needed for wellness programing within the <br />Fire Division. <br /> <br />Of the $929,294 certified Minnesota public safety aid funding there is $318,769 that has not be <br />allocated for an allowable use. <br /> <br />REQUESTED COUNCIL DIRECTION <br /> <br />Staff is requesting further direction from Council regarding the remaining $318,769 in <br />Minnesota Public Safety Aid. <br /> <br />ATTACHMENTS <br /> <br />Minnesota Public Safety Aid Staff Report July 10, 2023 <br />32
