CITY COUNCIL <br />WORK SESSION STAFF REPORT <br />ITEM NO. 3 <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />WORK SESSION DATE: January 2, 2024 <br />TOPIC: Sports Dome Proposal <br />______________________________________________________________________________ <br />BACKGROUND <br />The City has been approached by a private development group interested in partnering with <br />the community to construct a domed athletic facility. The group is led by sports facility <br />developer SFDMG LLC. SFDMG currently manages two domes in the Twin Cities including <br />Lakeville (School District) and West St. Paul (City). ISG, Inc. is an architectural/engineering firm <br />experienced in multi-sport facility development. Yeadon Domes is a dome manufacturer, <br />located in the Minnesota. <br />The project would include the construction of an approximately 92,000 square foot facility <br />containing a full size soccer/multi-sport turf field and two basketball courts that would also <br />accommodate pickle ball. Site planning would also include the possibility of a future medical <br />partner building. <br />After reviewing potential locations the development group has focused their interest in the <br />future City Recreational Complex property, located at Birch and Centerville. The master plan <br />for the site contemplated the development of soccer/multi-purpose fields and can easily <br />accommodate the proposed facility. <br />Initial discussions have revolved around the concept of a long term (20 year) land lease at a <br />nominal rate. In return the City would obtain a set number of programmable hours for use of <br />the facility. The development group would be responsible for construction of the field, dome <br />and appurtenant facilities, such as the parking lot. Other considerations would include the <br />extension of road and utilities to service the site. Staff would anticipate City maintenance of <br />the road and parking lot. <br />Should the City Council find it beneficial to consider the request, additional items would be <br />evaluated including but not limited to: <br />•naming rights <br />•Insurance requirements <br />•property tax implications <br />37
