<br /> <br />Rice Industries Facility Expansion <br />424 Apollo Drive <br />Lino Lakes, MN 55014 <br /> <br />Project NarraƟve <br /> <br />Finding that their exisƟng facility can no longer adequately support their growing business, Rice <br />Industries, Inc. is proposing to build a 13,300 square-foot addiƟon to include warehouse and producƟon <br />space that will be serviced by two new loading docks. The added space will allow Rice Industries to <br />reorganize their operaƟon to improve process efficiencies and improve traffic flow within the building <br />while also providing addiƟonal space for storage of raw materials and goods. No new processing <br />equipment or truck traffic is expected from this construcƟon so there will be no increase in sound or <br />noise. As part of this expansion, Rice Industries will be acquiring an adjacent parcel of land from the City <br />of Lino Lakes which will allow them to maximize their building size and provide truck access around the <br />whole building. <br /> <br />Timeline and Appeal <br /> <br />The original applicaƟon for this project was submiƩed to the City on Monday, October 9th and <br />correspondence from City Planner KaƟe Larsen was received on Monday, October 16th looking for more <br />informaƟon on the exterior materials for the building. On Tuesday, October 17th a Teams MeeƟng was <br />held with City Planner KaƟe Larsen, Community Development Director Michael Gronchala, Building <br />Official Patrick Moonen, Aaron Sundeen and Kirk Lubow from Derrick Building SoluƟons (project <br />contractor). From that meeƟng City staff determined that the exterior material would be considered <br />Class III materials saying it was similar to EIFS. We wanted to meet with staff face-to-face to provide <br />more details on the wall panel material as we did not believe EIFS was he correct classificaƟon for the <br />exterior panel and more informaƟon needed to be shared. We were able to meet at the Lino Lakes City <br />Hall on Monday, November 6th with KaƟe Larsen and Michael Gronchala from the City and Aaron <br />Sundeen, Kirk Lubow, Brian Hinz (architect) and Taylor Miller (owner). At that meeƟng we provided <br />samples of EIFS, stucco and the panel being proposed for the building. We also discussed quesƟons and <br />intent of some of the City code as it pertains to material classes, metal wall panels, and building material <br />percentages as they relate to building addiƟons. At that meeƟng we also provided an alternaƟve design <br />opƟon using Architectural Metal Cladding, a Class II material in the Lino Lakes building code. <br />UlƟmately, as a result of that meeƟng, we received an email from Michael Gronchala and were told that <br />now both our original proposed material(texture IMP) and the architectural metal cladding were not <br />acceptable as they did not meet the intent and requirements of the City’s zoning ordinance which is <br />wriƩen as: <br />SecƟon 1007.043 (2)(d)5. Complete or parƟal buildings comprised of structural metal wall panel systems <br />that act as the primary wall system, or as complete wall systems such as pole barns or similar structures <br />common to agricultural or industrial storage uses are prohibited. <br />9
