1 <br />PLANNING & ZONING BOARD <br />AGENDA ITEM 7B <br />STAFF ORIGINATOR: Katie Larsen, City Planner <br />MEETING DATE: January 10, 2024 <br />REQUEST: PUBLIC HEARING: Water Treatment Plant <br />Property (6590 12th Avenue) Rezoning from R-1X <br />to PSP <br />CASE NUMBER: RZ2023-001 <br />APPLICANT: City of Lino Lakes <br />OWNER: Same <br />REVIEW SCHEDULE: <br />Planning & Zoning Board Meeting: January 10, 2024 <br /> City Council Work Session: January 22, 2024 <br /> City Council Meeting-1st Reading: January 22, 2024 <br />City Council Meeting-2nd Reading: February 5, 2024 <br />INTRODUCTION <br />The City is rezoning the property located at 6590 12th Avenue from R-1X, Single Family <br />Executive to PSP, Public and Semi-Public for the purpose of constructing the City’s <br />water treatment plant. <br />BACKGROUND <br />The 2040 Comprehensive Plan identifies the need for a City water treatment plant. In <br />June 2020, a water treatment plant feasibility study was completed which recommended <br />the construction of a conventional gravity filtration system. The study identified the <br />southwest intersection of Birch Street and 12th Avenue as the best location. The site is <br />located just east of Well No. 3. and is also within a mile of Well No’s. 1, 3, 5 and 6. <br />Trunk watermain bisects the site and raw watermain can be installed efficiently to treat <br />these four (4) wells at this central location. In May 2023, the City Council authorized <br />purchase of the 6 acre parcel located at 6590 12th Avenue for the purpose of constructing <br />the water treatment plant. The deed was recorded in August 2023. The property is <br />currently zoned R-1X, Single Family Executive and will be rezoned to PSP, Public and <br />Semi-Public to be consistent with the construction of a public building.
