Planning & Zoning Board <br />November 8, 2023 <br />Page 3 <br /> <br />DRAFT MINUTES <br /> <br />Courtney Hoadley, 255 Ash Street, Lino Lakes, MN. Ms. Hoadley said when she <br />measured her house to the proposed court it was 12 feet from her fence and 60 feet from <br />her home. She said the court is exposed to her back yard and front yard. She said there is <br />no privacy fence and only some bushes that are there. She said pickleball is a loud sport <br />and the sound hitting the paddle in pickleball is at 70 decibels. She indicated that the <br />City report had 40 to 70 but stated 40 was for tennis. She said 60 decibels was the <br />maximum exposure for baby and toddlers and she has a toddler and a baby on the way <br />and anytime they are outside they will be exposed to the additional noise. There are <br />several townhouses and there is a possibility the game could be played all day. She said <br />another concern is the court is visible from her front and back yard and wherever she is <br />on her property she will be exposed to the court. Mrs. Hoadley thought the least that <br />could be done if they do not move the pickleball court is to provide them with a 6 foot <br />privacy fence that was offered to other residents. <br /> <br />Martin Shockency, 255 Woodridge Lane, Lino Lakes MN 55014. Mr. Shockency said <br />his concerns were noise, extra people and that Lyngblomsten did some things that were <br />not good such as removing trees from his property. He said he was reimbursed for them <br />but did not feel it was anywhere near what the trees were worth. He said he appreciated <br />the Hoadley’s as neighbors and feels the treatment done to them is unnecessary. He also <br />said his back yard used to be dark until the dump station came in and the light floods his <br />back yard. <br /> <br />Jessica Hidding, 692 County Road J West, Shoreview MN. Ms. Hidding wanted to know <br />why the pickleball court was not in the original plan two years ago. She also said she is <br />kiddy corner from where they are proposing the court go and said that the trees that they <br />are proposing are not going to cover the area. There are trees there now that have been <br />there for years and do not cover it. She feels the best option is to move the court. She <br />has concerns about the noise, hours of operation and access. Ms. Hidding also addressed <br />the buildings and businesses proposed for the property and thinks the pickleball court <br />would be best indoors. She also feels communication from the City could be better. <br /> <br />Thomas Dzik, 268 Rohavic Lane, Lino Lakes, MN 55014. Mr. Dzik was not in favor of <br />the fence due to his location and that he would see right through it. He said he also does <br />not want to see the wetland boxed in. He is intending to plant trees in the back and would <br />like to see the wildlife remain. <br /> <br />Bill Olson, 283 Hammerly Court, Lino Lakes, MN 55014. Mr. Olson said his patio is 30 <br />ft to the top of the berm which is 4 to 6 ft high. He said if the 6 ft fence were put on the <br />berm it would be a 10 ft block out. Mr. Olson presented a written statement with resident <br />signatures in opposition to the fence height. The received written statement is attached <br />for inclusion in the permanent record. <br /> <br />Wallace Guptill, 298 Rohavic Lane, Lino Lakes, MN 55014. Mr. Guptill had been in <br />favor of the fence, but he lives in a two story house and the fence does not offer any <br />obstruction to the court. He is in favor of using trees to screen the area.
