1 <br /> <br />CITY COUNCIL <br />WORK SESSION STAFF REPORT <br />ITEM NO. 1 <br /> <br />STAFF ORIGINATOR: Sarah Cotton, City Administrator <br /> <br />WORK SESSION DATE: January 22, 2024 <br /> <br />TOPIC: Councilmember Cellular Phones <br /> <br />______________________________________________________________________________ <br />BACKGROUND <br />The City of Lino Lakes recognizes that cellular phones are tools needed to efficiently conduct <br />City business. Under the City’s Personnel Policy, issuance of city-owned cellular phones, on as- <br />needed basis, serves a public purpose in providing employees with the ability to more <br />effectively perform job-related duties in providing service to residents. <br /> <br />Councilmembers are exempt from the Lino Lakes Personnel Policy; however, the rational <br />regarding the public purpose is valid given the responsibilities of a Councilmember. <br /> <br />Staff is recommending that Councilmembers be eligible for the issuance of a city-owned cellular <br />phone, if requested. Councilmembers would be required to follow the City’s policy regarding <br />acceptable use just like any employee. Best practice guidance suggests that Councilmembers <br />should be utilizing a city-issued device to conduct City business. <br /> <br />Furthermore, many cities are electing to issue mobile devices to Councilmembers to further <br />protect any data or information that would be considered “not public” under the Minnesota <br />Data Practices Act. <br /> <br />REQUESTED COUNCIL DIRECTION <br />Discuss the issuance of City owned cellular phones to Councilmembers. <br /> <br />ATTACHMENTS <br />None <br />3
