<br />1 <br /> <br />LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br /> <br />DATE: January 22, 2024 <br />TIME STARTED: 6:30 PM <br />TIME ENDED: 6:53 PM <br />MEMBERS PRESENT: Councilmembers, Lyden, Stoesz, Ruhland, Cavegn, Mayor Rafferty <br />Staff members present: City Administrator Sarah Cotton; Director of Public Safety John Swenson; <br />Community Development Director Michael Grochala; City Planner Katie Larsen; City Engineer <br />Diane Hankee; City Clerk Jolleen Chaika. <br />The meeting was called to order by Mayor Rafferty at 6:30 PM. <br /> <br />PUBLIC COMMENT <br />A representative of Mediation & Restorative Services, a non-profit based out of Blaine, invited <br />Council and the community to attend their 2024 annual summit: Rebuilding Community: <br />Developing Alternative Ways to Resolve Conflict. A flyer for the event was provided to the City <br />Clerk and has been attached to these minutes. <br />Christopher Stowe, 426 Pine Street. Mr. Stowe commented that the City, as the biggest business <br />in the area, needs to work to keep costs down and pointed to expenses related to the joint project <br />with Anoka County for a roundabout on Sunset. He added that the City is blowing through fire <br />budgets. Mr. Stowe finished by remarking that he would like to see City Council vote to keep the <br />historic Minnesota state flag. <br />1. Motion to Close Public Comment at 6:35 PM <br /> <br />SETTING THE AGENDA <br />The agenda was accepted as presented. <br />1. CONSENT AGENDA <br />A. Consider Approval of Expenditures for January 22, 2024 (Check No. 120038 through <br />120135) in the Amount of $662,839.05 <br />B. Consider Approval of January 2, 2024 Work Session Minutes <br />C.
