<br />3 <br /> <br />3. COMMUNITY DEVELOPMENT REPORT <br />A. Consider 1st Reading of Ordinance No. 02-24, Zoning Ordinance Map Amendment-Water <br />Treatment Plant (6590 12th Avenue) Rezoning <br /> <br />City Planner Katie Larsen presented to Council the first reading of a proposed ordinance <br />related to a zoning map amendment for the future wate r treatment plant at 6590 12th <br />Avenue. The ordinance considers a rezoning from R-1X (Single Family Executive) to PSP <br />(Public and Semi-Public) as buildings such as a water treatment plant are permitted in PSP. <br /> <br />Planner Larsen advised that a Public Hearing was conducted at the Planning and Zoning <br />Board on January 10, 2024. Public comments received at that hearing included questions <br />and concerns about noise, odor, property values, landscaping, architecture, and costs. The <br />Board recommended an Open House be held to provide more information to the <br />community. The Board also voted 7-0 in favor of the proposed rezoning. <br /> <br />i. Motion to: Dispense with Full reading of Ordinance 02-24 <br /> <br />ii. Motion to: Approve First Reading of Ordinance 02-24 <br /> <br />B. Consider 1st Reading of Ordinance No. 03-24, Zoning Ordinance Text Amendment: <br />Renumeration and Codification <br />City Planner Katie Larsen recommended approval of Ordinance 03-24 and provided <br />background for the proposed Ordinance: Ordinance No. 08-22 amending City Code Chapter <br />1007: Zoning Code was adopted in November 2022 and went into effect in January 2023. The <br />City is now incorporating the zoning code into the City’s online version Code of Ordinances <br />published by American Legal Publishing. As part of the codification and to make the code <br />easier to read, some section numbers of the zoning code are being renumbered. She advised <br />that the content of the zoning code is not changing; this is the formalization of putting the <br />zoning ordinance online.
