ECONOMIC DEVELOPMENT ADVISORY COMMITTEE
AGENDA ITEM 3B

STAFF ORIGINATOR: Michael Grochala, Community Development Director

EDAC MEETING DATE: March 7, 2024

TOPIC: Mountain Manufacturing Expansion

Background

Over the past two years the City has partnered with Anoka and Ramsey Counties, White Bear
Township and the City of North Oaks to plan for the reconstruction of the Interstate 35E and
County Road J interchange. Reconstruction of the interchange will include the addition of
northbound 35E on ramps and southbound off ramps. The improvements will resolve existing
operation problems and the interchange, increase capacity and address operational problems
at Ash and Centerville and the Centerville and County Road J intersections.

A preferred alternative was developed during the preliminary design stage and final design has
now started. Ramsey County, the project lead, is planning for a 2025 construction start.

The new interchange will likely lead to renewed development interest in the area. The North
Oaks Development Company, owner of 100 plus acres in Lino Lakes, is in the process of
preparing a concept plan for their property. We expect to see a submittal in the next three to
four months.

Requested EDAC Direction

None required. Discussion only.

Attachments

1.
