<br /> <br /> <br />DRAFT 2040 Comprehensive Plan Update – Chapter 3 Land Use 16 <br />December 18, 2017 - Project CLL17010 <br />The potential changes were evaluated and the 2040 Full Build Land <br />Use Map includes changes to only a few areas, labeled on Figure 3-3 <br />as follows: <br />A. Approximately 10.4 acres on the west side of Lake Drive <br />north of Diane Street has changed from Medium Density <br />Residential to Commercial. This change recognizes some of <br />the existing land uses and the configuration of existing parcels <br />which would make it difficult to assemble a suitable housing <br />development site. This area is in the post-2040 Utility Staging <br />Area. <br />B. Approximately 628 acres in the northeast corner of the city <br />lying north of 80th Street and west of the regional park has <br />changed from Low Density Residential (120 acres), Medium <br />Density Residential (333 acres), Industrial (104 acres) and <br />Commercial (71 acres) to the new classification of Business <br />Campus (538 acres) and Mixed Use 90 acres). The Mixed Use <br />area is designated west of I-35E and south of Hardwood <br />Creek, with the remainder designated Business Campus. <br />Including Mixed Use would allow opportunities for higher- <br />density housing and other uses compatible with intense <br />business-related uses. Part of this area (on the east side of I- <br />35E) is in the 2020 to 2030 Utility Staging Area, with the <br />remainder in the post-2040 Utility Staging Area. <br />C. Approximately 139 acres east of I-35E and west of 24th <br />Avenue, on the city’s boundary with Hugo, has changed from <br />Industrial to Mixed Use (Winter Property.) Mixed Use allows <br />opportunities for higher-density housing compatible with <br />business-related uses and recognizes the environmental <br />constraints posed by a large wetland complex on the site. This <br />area was in Stage 2A of the 2030 Utility Staging Plan, and has <br />changed to Stage 1A of the new 2040 Utility Staging Plan. <br />D. Approximately 87 acres east of I-35E, approximately one half <br />mile north of the I-35E and County Road 14 interchange, has <br />changed from Industrial to Business Campus. This allows for <br />high-quality, integrated development of a wide range of <br />business uses at high visibility location This area was in Stage <br />2A of the 2030 Utility Staging Plan, and has changed to Stage 1A of the new 2040 Utility Staging Plan. <br />E. Approximately 9.75 acres on West Cedar Street adjacent to I-35E, west of the Northpointe development, has changed from Medium Density Residential to High Density Residential. This recognizes the need for a transition <br />from the adjacent single-family homes and the highway right-of-way and the interest in the site for higher density housing styles. This area was in Stage 1A of the 2030 Utility Staging Plan, and is also in Stage 1A of the new <br />2040 Utility Staging Plan. <br /> <br />Figure 3-3.
