<br />WS – Item 1 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 1 <br /> <br /> <br />Date: January 2, 2018 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: Comprehensive Plan Update <br /> <br />Background <br /> <br />At the January 2, 2018 work session staff will be providing an update on the 2040 <br />Comprehensive Plan preparation. Topics will be: <br /> <br />1. Land Use Plan Request, Winters Property. A request has been submitted to <br />change the guiding designation of 139 acres on the east side of I-35W from <br />industrial to mixed use. The Planning and Zoning Board the request at the <br />December 13, 2017 meeting and recommended approval of the change and <br />modification of adjacent land from Industrial to Business Campus classification. <br />Please see the memo and supporting materials, attached. <br /> <br />The Planning & Zoning Board recommended a change to Mixed Use, defined as <br />high density residential (10-24 units/acres similar to Town Center) and Business <br />Campus uses. Additionally, they recommended that approximately 87 acres lying <br />south of the Winters Property change from Industrial to Business Campus. <br /> <br />After further review staff would recommend a density range of 8-15 units/acre <br />with a Residential/Commercial split of 20/80 for the mixed use area. <br /> <br />2. Sanitary Sewer System Chapter. This will be Chapter 8 of the City’s <br />Comprehensive Plan. Staff will present an overview. Please see attached <br />summary memo. <br /> <br />3. Water System Chapter. This will be Chapter 9 of the City’s Comprehensive <br />Plan. Staff will present an overview. Please see attached summary memo. <br /> <br />Requested Council Direction <br /> <br />Staff is requesting Council Direction regarding the proposed Winters Land Use Plan <br />request. <br /> <br />Staff is requesting comments regarding the Sanitary Sewer and Water System Plans. <br /> <br /> <br />
