Winter has submitted a request that the city consider a change to the draft future land use <br />maps for his 139 acres located east of I-35E. His letter, attached, requests that the area be given a “Mixed <br />Use” classification rather than the current “Industrial” designation. He cites the configuration of wetlands on <br />the property and the abundance of industrial land. He believes that “Mixed Use” would give more options <br />for development. He notes that the land has been assessed for road improvements. <br />The Planning & Zoning Board should to review Mr. Winter’s request and make a recommendation for the <br />draft land use plan. <br />Site Information <br />This request affects four parcels, totaling 139.46 acres including about 47.22 acres of wetlands. The half mile of <br />street that borders the site is street is currently paved along the southern two-thirds, and gravel along the <br />northern one-third of the frontage. The transportation plan calls for the future extension of Otter Lake Road <br />north from County Road 14 to 80th Street as a new major collector road to serve the industrial area. <br />The Utility Staging Plan for 2030 shows this area as Stage 2A—utility service to be provided in the first half <br />of the second decade of the 20-year plan. The draft Utility Staging Plan for 2040 changes this designation <br />to Stage 1-A, making the area eligible for utility extensions in the 2018 to 2025-time frame. Water and <br />sewer will be extended to the north from County Road 14, as the land to the south of the site develops and <br />demand warrants. <br />The adjacent properties to the north and the south in the City of Lino Lakes are currently designated for <br />future industrial use, and are shown in the same classification by the draft 2040 land use plan.
