<br />WS – Item 8 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 8 <br /> <br /> <br />Date: January 2, 2018 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: 49/J Update – Sewer and Water Extensions, Land Use Discussion <br /> <br />Background <br /> <br />The Planning and Zoning Board recently reviewed a concept plan for the development of <br />the 17 acre Morris Property. As a result of the positive feedback for EDAC, P & Z and <br />the City Council the development team is preparing a more formal concept for submittal <br />and review. <br /> <br />Sanitary Sewer and Water status <br /> <br />One obstacle that has been an ongoing issue with site development is the lack of sanitary <br />sewer and water serving the area. Staff has evaluated three potential options for <br />extension: <br /> <br />1. Woodridge Lane <br />2. Raven’s Court <br />3. Ware Road <br /> <br />The preferred option is the extension from Woodridge Lane. Staff is working with WSB <br />and Associates on a proposal to prepare plans and specifications as part of the 2018 <br />Trunk Utility Improvement Project. Staff anticipates this being brought to the council for <br />consideration at the January 22, 2018 City Council meeting. <br /> <br />Land Use Considerations <br /> <br />The 49/J area is guided Mixed Use in the Comprehensive Plan and allows for both <br />commercial and residential development. The area is currently zoned GB, General <br />Business. While we anticipate that the Morris property will likely be rezoned to Planned <br />Unit Development to accommodate a mix of uses, the corner may develop consistent with <br />the existing zoning. <br /> <br />Staff has recently received an inquiry for the redevelopment of the former 49 Club site <br />and adjacent liquor store and insurance locations. The proposal would consist of a large <br />scale convenience store (approximately 8,000 SF) including car wash. The developer is <br />seeking City Council interest in this use at this location. <br /> <br />
