<br />WS – Item 9 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 9 <br /> <br /> <br />Date: January 2, 2018 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: Northeast Lino Lakes Drainage Area Improvements <br /> <br />Background <br /> <br />The Northeast Lino Lakes Drainage Improvement Project is in the northeast area of Lino <br />Lakes bounded by Main Street to the south, the City of Hugo to the east, Peltier Lake to <br />the west, and Rehbein Street to the north. The site is approximately 1,350 acres and is <br />largely agricultural or undeveloped within the City of Lino Lakes. The City Council <br />approved the submittal of the Comprehensive Stormwater Management Plan (CSMP) for <br />this area to the Rice Creek Watershed District (RCWD) in November. The CSMP is <br />currently under review by the RCWD. <br /> <br />Phase 1 of the improvements includes the construction of a channel from 20th Avenue <br />North to Peltier Lake. This channel would impact three properties. Acquisition of either <br />fee title or drainage easements will be required to construct the project. For planning <br />purposes, staff is proposing to obtain appraisals on the property to determine potential <br />acquisition costs. This would also be available for discussions with property owners. <br /> <br />WSB and Associates can provide both appraisal and acquisition services. Staff would <br />like to seek a professional services proposal for consideration by the City Council. <br /> <br />Requested Council Direction <br /> <br />Direct staff to obtain a proposal for appraisal and acquisition services. <br /> <br />Attachments <br /> <br />1.
