<br /> <br /> <br />DRAFT 2040 Comprehensive Plan Update – Local Water Management Plan 27 <br />December 27, 2017 - Project CLL17010 <br />Monitoring, Maintenance and Inspection Issues <br />In order to protect its capital investments and provide an effective water management system, the City of Lino Lakes needs to conduct monitoring, maintenance and inspection of City infrastructure in a timely and cost-effective <br />manner. Infrastructure needs to be monitored and maintained regularly to prevent unnecessary reconstruction projects. This can only be accomplished if an effective inspection and regular maintenance program is in place. A <br />monitoring program verifies the effectiveness of the storm water infrastructure. <br />Public Participation, Information and Education Issues <br />City residents, businesses and property owners need to have a clear understanding of basic stormwater management, water quality, and natural resource protection concepts, policies and regulations to support and implement <br />stormwater management and natural resource protection efforts. <br />Financing Issues <br />The City needs to ensure that funding is available to implement the policies and actions identified in this plan and to respond to future needs of development, operation and maintenance, and repairs. In order to attain the goals <br />identified in this plan, the City will need to provide funding and staffing resources adequate to address the goals of the plan. Current funding includes trunk stormwater improvement fees and the general fund; however, other funding <br />options may need to be considered. <br />3.2 Goals and Policies <br />Water Rate and Quantity Goals & Policies <br />Goal 1 Use the natural characteristics of the City’s watersheds in combination with development standards and projects, to reduce present and future runoff rates and volumes (see also Natural <br />Resources and Wetlands goals and policies). <br />Policy 1A Continue to enforce standards for storm water runoff quantity from new and re- developments consistent with RCWD, VLAWMO and NPDES Phase II requirements. <br />Policy 1B Implement volume control practices to address areas of identified rate and volume concern. <br />Policy 1C Support implementation of RCWD comprehensive stormwater management plans as an alternative means of meeting water quality treatment standards. <br />Policy 1D Recognize the potential uncertainty associated with managing water resources and understand the implications of emerging issues including climate change, and use Adaptive Management when appropriate. <br />Policy 1E Promote “Better Site Design” development techniques in developing and redeveloping areas to minimize runoff volumes. <br />Policy 1F Promote the use of regional Best Management Practices where appropriate to reduce the rate and volume of runoff. <br /> <br />Water Quality Goals & Policies <br />Goal 2.1 Protect and improve water quality and the scenic and ecologic values of City lakes, wetlands and other aquatic assets (see also Natural Resources and Wetlands goals and policies). <br />Policy 2.1A Develop specific management plans for each Resource Management Unit <br />Policy 2.1B Preserve and improve the recreational resources associated with water by improving water quality. <br />Policy 2.1C Continue to enforce City water standards for storm water runoff quality from new and re-developments <br />Policy 2.1D Incorporate TMDL limits, when determined, into the City’s Surface Water Management requirements to reduce degradation and improve the quality of the City’s and region’s lakes, waterways and other <br />aquatic resources. <br />Policy 2.1E Manage city-owned facilities subject to Municipal Separate Storm Sewer System (MS4) program requirements consistent with permit conditions. <br />Policy 2.1F Implement and enforce a program to detect and eliminate illicit discharges in accordance with the City’s MS4 requirements. <br />Policy 2.1G Manage septic systems in conformance with state standards to protect the quality of water and natural resources. <br />Policy 2.1H Educate residents on the importance of cleaning up after their pets to reduce pollutants entering the stormwater system. <br />
