CITY COUNCIL WORK SESSION December 4, 2017 <br />DRAFT <br /> 6 <br />west side. Mr. Trehus said the water can’t be moved from one side to the other but he 225 <br />wonders where that regulation exists. Ms. Hankee said there are resource of concern 226 <br />considerations– you cannot shift drainage areas. Mr. Grochala further explained the 227 <br />process. Mr. Trehus suggested that the city shouldn’t proceed now with predetermined 228 <br />ideas about the project when there is still time to get answers through the report process. 229 <br />Mayor Reinert suggested that, based on what staff knows now on the stormwater 230 <br />management situation, the full desire of the residents will not be able to be met. He 231 <br />confirmed that in January staff will be 60-70% sure of where this needs to go; between 232 <br />now and January, Mr. Trehus was directed to work with staff on any questions. Mr. 233 <br />Trehus explained his concerns, including past allowance to people to fill their ditches and 234 <br />punishment now for those who didn’t. Mayor Reinert asked why the west and not east? 235 <br />Ms. Hankee explained that it gets back to the inability to move water to a different place. 236 <br /> 237 <br />8. Zoning Interpretation - City Planner Larsen reviewed the written staff report. She 238 <br />explained the situation at hand that involves a home that burned down. The council is 239 <br />being asked how that language impacts a current situation. Mayor Reinert asked if it’s 240 <br />the same owner from the date of the regulation and staff said no. Staff clarified that sale 241 <br />of the house wouldn’t have changed the allowance – it burned down. 242 <br /> 243 <br />The council concurred that the split should be allowed. The Planning and Zoning Board 244 <br />made that same recommendation. 245 <br /> 246 <br />9. 49/J Update – Morris Property NW Quadrant – Community Development Director 247 <br />Grochala brought up a map for review. The site in question was reviewed (17 acres), and 248 <br />it is zoned General Business. He discussed how the property has been guided. Council 249 <br />Member Manthey asked about the zoning across the highway – it is mixed use, the whole 250 <br />area. What they are proposing is single level townhomes, senior living and a market rate 251 <br />apartment structure. The plans are very conceptual. Generically it would meet density 252 <br />requirements. It does make a connection to the south as is called for by the city. He 253 <br />discussed utility plans for the area which will have a lot to do with a project moving 254 <br />forward. He discussed traffic implications and needs. The mayor recalled discussions 255 <br />about height in the past so Director Grochala explained the preliminary height 256 <br />implications. 257 <br /> 258 <br />The report was informational for the council and additional information wouldn’t be seen 259 <br />by the council until at least March 2018. 260 <br /> 261 <br />10. Advisory Board Appointments – Administrator Karlson reviewed the written report 262 <br />indicating the board opening and corresponding applicants. There’s been a good 263 <br />response to advertising the openings. He is requesting direction on how the council 264 <br />would like to move on the process. 265 <br /> 266 <br />With so many applicants, the mayor suggests the council may want to meet them all. 267 <br />Director Grochala asked that the Planning and Zoning Board applicants be interviewed 268 <br />first. 269
