Lino Lakes Local Water Management Plan Summary <br />January 2, 2018 <br />1 | P a g e <br /> <br /> <br />Background <br /> <br />The City of Lino Lakes continues to actively manage and protect its water resources through it’s existing 2015 <br />Surface Water Management Plan. This Local Water Management Plan (LWMP) update is required by Minnesota <br />Statute 103B to: <br /> <br />1. Protect, preserve, and use natural surface and groundwater storage and retention systems; <br />2. Minimize public capital expenditures needed to correct flooding and water quality problems; <br />3. Identify and plan for means to effectively protect and improve surface and groundwater quality; <br />4. Establish more uniform local policies and official controls for surface and groundwater management; <br />5. Prevent erosion of soil into surface water systems; <br />6. Promote groundwater recharge; <br />7. Protect and enhance fish and wildlife habitat and water recreational facilities; and <br />8. Secure the other benefits associated with the proper management of surface and ground water. <br /> <br />Existing Water Resources <br /> <br />The City of Lino Lakes existing water resources include fifteen lakes, nine within the Chain of Lakes Regional Park, <br />three creeks, and a network of public and private ditches and municipal storm sewer. Of the lakes and creeks, nearly <br />all are impaired for excess nutrients, mercury, dissolved oxygen, or bacteria (Figure 7-2). <br /> <br />Future Conditions <br /> <br />In addition to water quality concerns, the City of Lino Lakes is expected to experience more frequent flooding in the <br />future with future development and increased runoff rates. The Rice Creek Watershed District has modeled the <br />future flood impacts on Lino Lakes, which will include increased overtopping of small ditches and culverts, as well as <br />increasing the demand on existing stormwater and ditch infrastructure (Figure 7-3). <br /> <br />Major Issues within Lino Lakes <br /> <br />The primary issues facing the City of Lino Lake, in general, are: <br /> <br />1. Challenges in meeting stormwater volume reduction goals due to poor soils in the southeast corner of the <br />City <br />2. Water quality and flood control issues in the Chain of Lakes <br />3. Antiquated public ditch systems do not have the capacity for future development and stormwater runoff <br />4. Complicated stormwater and groundwater regulations difficult to navigate for residents, businesses, <br />landowners, and City staff <br />5. Funding and staffing resources necessary to address the goals of the LWMP <br /> <br />Specific issues found during the LWMP update process are shown in Figure 7-9. <br /> <br />City of Lino Lakes Water Resources Goals <br /> <br />1. Use the natural characteristics of the City’s watersheds in combination with development standards and <br />projects, to reduce present and future runoff rates and volumes. <br />2. Protect and improve water quality and the scenic and ecologic values of City lakes, wetlands and other <br />aquatic assets. <br />3. Initiate and continue collaborations to address, restore, and preserve the water quality of the region’s lakes, <br />wetlands and other aquatic assets.
