On May 8, 2017, the Lino Lakes City Council passed Resolution 17-42 accepting the Feasibility Report for <br />the West Shadow Lake Drive and LaMotte Neighborhood Improvements. Due to design considerations <br />and input from residents adjacent to the project regarding the extension of water and sanitary sewer, <br />the following additions are intended to be included as an amendment to the Feasibility Report. The <br />proposed project with the amendment as outlined below, is necessary, cost effective, and feasible. <br />Feasibility Report Section 4.3 - Watermain Improvements - 4.3.3 Alternative Improvements <br />The proposed watermain improvements within the LaMotte Area include extending an 8” <br />diameter watermain along LaMotte Drive and LaMotte Circle. The system would be served by <br />water from the City of Centerville, but the infrastructure installed and maintained by the City of <br />Lino Lakes. Improvements would also include hydrants, gate valves, and water service <br />extensions to the right-of-way / property line. The project will also include a watermain loop at <br />the north end of LaMotte Drive to an existing connection in the City of Centerville. <br /> <br />Feasibility Report Section 5.1 – Opinion of Cost <br />A detailed opinion of probable cost is included with this report. The opinion of probable cost is <br />based on projected construction costs for 2018, and includes a 10% construction contingency <br />and 20% indirect costs. The funding for the watermain installations for LaMotte Drive and <br />LaMotte Circle would be provided through a combination of City trunk utility funds and special <br />assessments. <br />The project costs and funding are summarized as follows: <br />LaMotte Area Watermain <br />Summary of Costs <br /> <br /> Assessed Trunk Total <br />Schedule C – Watermain Improvements $358,815.60 $127,875.00 $486,690.60 <br /> <br />Feasibility Report Section 5.2 – Special Assessment Analysis <br />The watermain assessments for the LaMotte Area were analyzed on a per unit basis of parcels <br />adjacent to the project site benefitting from the extension of watermain. The per unit <br />assessment was calculated by dividing the cost of the watermain by the number of parcels on <br />the project. Trunk utility costs were not included with the per-unit cost for the watermain. Lots <br />determined to be unbuildable, without direct access to the proposed utilities, with no benefit <br />provided, or already have service were not included in the calculation. <br />The analysis was based on 38 parcels within the project area receiving benefit from the water <br />system improvements.
