<br />WS – Item 2 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 2 <br /> <br /> <br />Date: February 5, 2018 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: Winter Property Land Use Amendment <br /> <br />Background <br /> <br />During the 2040 Comprehensive Plan Update process Mr. Les Winter, 7473 24th Avenue, <br />submitted a request to change the guiding designation of his 139 acres on the east side of I-35W <br />from industrial to mixed use. In his letter he cites the configuration of wetlands on the property <br />and the abundance of surrounding industrial land. He believes that “Mixed Use” would give <br />more options for development of the property. <br /> <br />Site Information <br /> <br />This request affects four parcels, totaling 139.46 acres including about 47 acres of wetlands. <br />Most of the wetlands are in the north/northwestern portion of the property. <br /> <br /> PID Gross Acres Wetland Net Acres <br />1 13-31-22-11-0001 39.52 15.61 23.91 <br />2 13-31-22-12-0002 30.39 24.82 5.57 <br />3 13-31-22-13-0002 30.22 0.01 30.21 <br />4 13-31-22-14-0001 39.33 6.79 32.54 <br /> 139.46 47.22 92.24 <br /> <br />The site is located east of I-35 E and west of 24th Avenue, the border with the City of Hugo. The <br />half mile of street that borders the site is currently paved along the southern two-thirds, and <br />gravel along the northern one-third of the frontage. The transportation plan calls for the future <br />extension of Otter Lake Roadnorth from County Road 14 to 80th Street as a new major collector <br />road to serve the industrial area. <br /> <br />The Utility Staging Plan for 2030 shows this area as Stage 2A—utility service to be provided in <br />the first half of the second decade of the 20-year plan. The draft Utility Staging Plan for 2040 <br />changes this designation to Stage 1-A, making the area eligible for utility extensions in the 2018 <br />to 2025-time frame. Water and sewer will be extended to the north from County Road 14, as the <br />land to the south of the site develops and demand warrants. <br /> <br />The adjacent properties to the north and the south in the City of Lino Lakes are currently <br />designated for future industrial use, and are shown in the same classification by the draft 2040
