<br />WS – Item # 6 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 6 <br /> <br /> <br />Date: February 5, 2018 <br /> <br />To: City Council <br /> <br />From: Diane Hankee <br /> <br />Re: 2017 Pavement Management Report <br /> <br /> <br />Background <br /> <br />The City of Lino Lakes annually reviews and rates the condition of the City’s street <br />system. The City Council authorized an update to the pavement management plan on <br />September 25, 2017. The pavement management program uses pavement ratings and <br />pavement management software to provide recommended maintenance activities and <br />associated budgets. <br /> <br />The pavement management program uses a weighted average Pavement Condition Index <br />(PCI) scale for bituminous roads. The PCI is based on a 0 to 100 scale, with increasing <br />PCI as better condition roadways. Below is summary of the City’s system: <br />• There are 97 miles of bituminous roadways in Lino Lakes, which 22 miles <br />were inspected in 2017. <br />• The average PCI for bituminous roads in Lino Lakes is 71.32. <br />• Percentage of bituminous roadways in respective category: <br />o “Adequate” category requiring preventative maintenance – 62.8% <br />o “Marginal” category requiring preservation – 22.8% <br />o “Problem” category requiring reconstruction – 14.4% <br />The report identifies that a majority of the roadways within the City are in adequate <br />condition. However, with the aging infrastructure in the marginal category (mill and <br />overlay), it is recommended to increase funding to this program to keep marginal roads <br />from deteriorating into problem (reconstruction) category roads. The current City budget <br />for mill and overlay projects includes a 5 percent increase per year. We included an <br />analysis of where funding was increased by 8 - 10 percent per year and found that this <br />increase better matched the maintenance needs. It was also concluded that if funding is <br />available, the City should consider a larger mill and overlay project to keep marginal <br />roadways from becoming problem roadways. <br /> <br />A 5-year Capital Improvement Plan from 2018 to 2022 was developed based on the <br />City’s current funding levels. Upon reviewing the roadways that are currently under the <br />“problem” category, it would take the City roughly 15 years to reconstruct all these <br />roadways. There would also be roadways that are currently under the “marginal”
