CITY COUNCIL WORK SESSION February 26, 2018 <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : February 26, 2018 4 <br />TIME STARTED : 6:05 p.m. 5 <br />TIME ENDED : 6:25 p.m. 6 <br />MEMBERS PRESENT : Council Member Rafferty, Maher, 7 <br /> Manthey, Stoesz and Mayor Reinert 8 <br />MEMBERS ABSENT : None 9 <br /> 10 <br />Staff members present: City Administrator Jeff Karlson; Community Development 11 <br />Director Michael Grochala; City Engineer Diane Hankee; Environmental Coordinator 12 <br />Asleson; City Clerk Julie Bartell 13 <br /> 14 <br />Review Regular Council Agenda of February 26, 2018 – The agenda was reviewed. 15 <br /> 16 <br />Item 6B – Mill and Overlay – Engineer Hankee explained the request to approve final 17 <br />payment for the project. 18 <br /> 19 <br />Item 6C - Authorization Plans and Specs for Water Main Project- Community 20 <br />Development Director Grochala reviewed the individual elements included in the overall 21 <br />project. He spoke to the connectivity element. He explained the estimate received from 22 <br />WSB & Associates for administration and the estimated cost of the project which would 23 <br />be funded through the Trunk Unit Fund. 24 <br /> 25 <br />Item 6D – Appointing Representative to Watershed Based Funding Group – 26 <br />Community Development Director Grochala said he is recommending that he be the 27 <br />representative. There is state funding available; the city doesn’t have a project to 28 <br />propose at this time but needs to have a seat at the table of this county group in order to 29 <br />be considered for grant funding. The objective is water quality improvements 30 <br />(implementing Clean Water Act). 31 <br /> 32 <br />Item 6E – Fire Station No. 2; Approving Escrow Deposit Agreement with Jorgenson 33 <br />Construction Inc. and Change Order No. 3 and Final Pay Application – Community 34 <br />Development Director Grochala explained that these are final items for the Fire Station 35 <br />No. 2 project. 36 <br /> 37 <br />Mayor Reinert asked why the City would finalize the documents before all the work is 38 <br />done, i.e. planting of trees. Mr. Grochala said there is escrow to cover remaining work. 39 <br /> 40 <br />Item 6F – Authorizing One-Year Trail Contract with Simple Recycling – 41 <br />Environmental Coordinator Asleson reviewed his request for contract authorization. 42 <br />This provides for an every year review/approval although the language represents five 43 <br />years. The mayor said it’s good to give them a try; he’s not sure that another option for 44
