CITY COUNCIL <br />AGENDA ITEM 6D <br /> <br />STAFF ORIGINATOR: Michael Grochala <br /> <br />MEETING DATE: March 26, 2018 <br /> <br />TOPIC: Consider Resolution 18-34, Authorize the Preparation of Plans <br />and Specifications, 2018 CRJ/CSAH 49 (Hodgson Road) <br />Trunk Utility Improvements <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration to authorize the Preparation of Plans and <br />Specifications for the 2018 County Road J and Hodgson Trunk Utility Improvements. <br /> <br />INTRODUCTION <br /> <br />The CRJ and CSAH 49 (Hodgson Road) area has been a priority for redevelopment for nearly <br />two decades. One continuing impediment to redevelopment is the lack of public sewer and water <br />infrastructure to serve the area. The area is currently serviced by onsite wells and septic systems <br />with the exception of the liquor store and insurance agency which receive sanitary service from <br />the City of Shoreview. Shoreview does not have the capacity to service the area. <br /> <br />Additionally, the water main servicing the Woodridge Estates area, located to the west, is <br />currently a dead end. The city’s water plan identifies the need to loop this system to the east to <br />improve water pressure in the area. <br /> <br />The proposed improvements includes construction of a sanitary sewer lift station in the vicinity of <br />the 49 Club property. The lift station would be sized to serve approximately 50 acres both east and <br />west of Hodgson Road. Water main and a sanitary force main would be extended from Woodridge <br />Lane to the location of the lift station. Future private development would extend these facilities to <br />the north and east. Consideration will also be given to connecting an existing sewer lateral serving <br />12 homes on County Road J. This service is currently provided by Shoreview. <br /> <br />This item was discussed at the January 8, 2018 City Council work session. The Council directed <br />staff to bring back a proposal for consideration. The project would serve as both an investment in <br />the redevelopment of the area and an upgrade of existing facilities while reducing dependence on <br />Shoreview for sanitary service. <br /> <br />WSB and Associates, the City Engineer, have submitted a proposal to complete the land acquisition, <br />plans and specifications, the land acquisition and provide bid documents, for an amount not to
