CITY COUNCIL WORK SESSION March 26, 2018
DRAFT
1
CITY OF LINO LAKES 1
MINUTES 2
3
DATE : March 26, 2018 4
TIME STARTED : 6:00 p.m. 5
TIME ENDED : 6:25 p.m. 6
MEMBERS PRESENT : Council Member Rafferty (arrived 6:10), 7
Maher, Manthey, Stoesz and Mayor Reinert 8
MEMBERS ABSENT : None 9
10
Staff members present: City Administrator Jeff Karlson; Community Development 11
Director Michael Grochala; City Planner Katie Larsen; City Clerk Julie Bartell 12
13
1. Schedule Dates to Interview Law Firms – Administrator Karlson noted that he 14
has provided the proposals for attorney services to the council members. The council 15
should establish a time to interview the four firms that were selected at the last work 16
session. He suggests that each interview would be a minimum of one-half hour. 17
18
The council concurred that they will do one interview on April 9 (prior to the council 19
meeting) and finish up the rest at a special session on April 16. 20
21
2. Review Regular Council Agenda of February 12, 2018 – The agenda was 22
reviewed and there were no changes. 23
24
Item 3A – Massage Therapy Licensing – City Clerk Bartell explained that staff is 25
forwarding the requests for individual and enterprise massage therapy licenses. The 26
process brings them forward for council consideration. 27
28
Item 6a – Brian Bourassa, WSB & Associates, reviewed the written report. This is the 29
final payment for the 2015 Storm Water Management Program. He explained that the 30
delay in finishing the project relates to a storm pond that did not have ice thick enough for 31
equipment until just this past winter. 32
33
Item 6B - City Planner Larsen reviewed the recommendations. The city should have this 34
easement in place because the road actually goes across Great River Energy’s property. 35
They are thus granting an easement. There is also a fence located within the right of way 36
for the easement and it is recommended that the city enter an agreement with Great River 37
Energy regarding that fence. 38
39
Item 6C – Brian Bourassa, WSB & Associates, reviewed the written report. The two 40
elements presented deal with the LaMotte Area and: a) receipt of a petition requesting 41
that there be no water main installed as part of their street reconstruction project; and b) 42
ordering the project and moving ahead without the water element. It was noted that there 43
will be one water element included (safety related) to be funded through the city’s budget. 44
45
