Community Development Director <br /> <br />MEETING DATE: April 9, 2018 <br /> <br />TOPIC: Consider Resolution No. 18-40, Authorizing Professional Services <br />Agreement with WSB, NE 35E Area Drainage Area Appraisals <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting council consideration to retain WSB & Associates to prepare appraisals for <br />land acquisition related to the NE Area Drainage Improvements <br /> <br />BACKGROUND <br /> <br />The Northeast Lino Lakes Drainage Improvement Project is in the northeast area of Lino Lakes <br />bounded by Main Street to the south, the City of Hugo to the east, Peltier Lake to the west, and <br />Rehbein Street to the north. The site is approximately 1,350 acres and is largely agricultural or <br />undeveloped within the City of Lino Lakes. The City Council approved the submittal of the <br />Comprehensive Stormwater Management Plan (CSMP) for this area to the Rice Creek <br />Watershed District (RCWD) in November. A revised document addressing RCWD comments <br />was resubmitted in March of 2018. <br /> <br />Phase 1 of the proposed improvements includes the construction of a channel from 20th Avenue <br />North to Peltier Lake. This channel would impact three properties. Acquisition of either fee title <br />or drainage easements will be required to construct the project. For planning purposes, staff is <br />proposing to obtain appraisals on the property to determine potential acquisition costs. This <br />would also be available for discussions with property owners. The City Council discussed this <br />item at the January 2, 2018 work session and directed staff to obtain a proposal from WSB. <br /> <br />WSB has prepared a proposal including appraisal and survey services for the amount of <br />$16,450.00. Funding for the study is proposed from the City’s Surface Water Management <br />Fund. This fund was established through development fees to cover costs associated with the <br />administration, planning and improvement of the local surface water management system. <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending approval of Resolution No. 18-40. <br /> <br />
