<br />CITY COUNCIL <br />AGENDA ITEM 6F <br /> <br /> <br />STAFF ORIGINATOR: Diane Hankee, City Engineer <br /> <br />MEETING DATE: April 9, 2018 <br /> <br />TOPIC: Consider Resolution No. 18-41, Approving Escrow Agreement <br />for Individual Subsurface Treatment System Compliance for 465 <br />Ash Street <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting council consideration to approve an escrow agreement for Individual <br />Subsurface Treatment System (ISTS) Compliance for 465 Ash Street. <br /> <br />BACKGROUND <br /> <br />The property owner of 465 Ash Street, Lino Lakes, MN has requested to connect to the City of <br />Shoreview’s municipal utilities. They recently purchased the property which has an existing <br />home on it, and they are planning on constructing an addition. The home has a non-compliant <br />septic system. The property owner prefers to connect to municipal utilities and feels it is more <br />cost effective than an onsite septic. <br /> <br />The City of Lino Lakes does not currently have municipal utilities available along the 400 <br />block of Ash Street. The closest Lino Lakes municipal utilities are located within Ware Road. <br /> <br />Ash Street (CSAH 32) is a border road with the City of Shoreview and under the jurisdiction of <br />Anoka County and Ramsey County. The City of Shoreview has municipal utilities along the <br />south side of the roadway. <br /> <br />The City of Lino Lakes Comprehensive Plan future land use has the area including 465 Ash <br />Street guided as low density residential. This area is within Stage 2 of the utility staging plan. <br />There are two parcels next to 465 Ash Street that also contain significant wetlands and are not <br />likely going to be developed with municipal utilities. These parcels are 415 Ash Street and 435 <br />Ash Street. Serving these three parcels with municipal utilities through the City of Shoreview <br />has been reviewed. If municipal utility service is requested prior to Lino Lakes systems being <br />in place, then these 3 properties could be served by Shoreview’s municipal utility systems. <br /> <br />The proposed utility connection requires that the property be changed to Stage 1 of the City of <br />Lino Lakes utility staging. City staff is processing a Comprehensive Plan amendment <br />concurrent to a Joint Powers Agreement with the City of Shorwview. <br /> <br /> <br />RECOMMENDATION
