3. City Council adopts preliminary plan approval and authorization to submittal to <br />Metropolitan Council for review. <br />4. City Council adopts final plan. <br /> <br />The City Council has indicated an interest in reviewing the “Mixed Use” designation prior to <br />moving forward with the required public hearing. To allow time for review and discussion and <br />incorporation of any changes staff is proposing to move the previously scheduled public hearing <br />to October of 2018. Staff is also hopeful this would allow time to confirm sanitary sewer <br />capacity availability (Sewer District 4) with White Bear Township and address Water Supply <br />Plan requirements related to the White Bear Lake court order. <br /> <br />Based on this change the proposed schedule is as follows: <br /> <br />Process Step Target Date <br />Public Hearing Date (Planning & Zoning Board) October 12, 2018 <br />Council Authorizes Distribution December 10, 2018 <br />Initiation of 6 month review/comment period by adjacent jurisdictions December 12, 2018 <br />6 month review period ends June 12, 2019 <br />City Council approval for Metropolitan Council submittal July 8, 2019 <br />Date of Plan submission to the Metropolitan Council July 15, 2019 <br />Completion of fiscal devises and official controls review/amendment August 2020 <br /> <br />At this time it is not possible for the City to complete the mandatory 6-month adjacent <br />jurisdiction review and meet the December 31, 2018 submittal deadline. Therefore an extension <br />request is necessary. <br /> <br />If approved, the Metropolitan Council will also provide a planning grant extension. The City <br />received a $32,000 grant to assist with updating the plan in 2017. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends approval of Resolution No. 18-56. <br /> <br />ATTACHMENTS <br /> <br />1.
