BOARD OF REVIEW MINUTES April 23, 2018 <br />DRAFT <br /> <br />1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br />BOARD OF APPEAL AND EQUALIZATION 3 <br /> 4 <br />DATE : April 23, 2018 5 <br />TIME STARTED : 6:15 p.m. 6 <br />TIME ENDED : 6:30 p.m. 7 <br />MEMBERS PRESENT : Council Member Maher, Manthey, Rafferty, Stoesz 8 <br />and Mayor Reinert 9 <br />MEMBERS ABSENT : none 10 <br /> 11 <br />Staff members present: City Administrator Jeff Karlson; City Clerk Julie Bartell 12 <br /> 13 <br />Anoka County Assessor Staff present: Scott Schutz, Residential Appraiser; Dan Eichens, 14 <br />Commercial/Industrial Appraiser. 15 <br /> 16 <br />Mayor Reinert called the meeting to order. 17 <br /> 18 <br />The council had reviewed the official board report (on file) at a recent work session. 19 <br /> 20 <br />Anoka County Appraiser (residential) Schutz explained the increased valuations seen over the past 21 <br />year as recognized in the county recommendations. Lino Lakes has experienced much in the area of 22 <br />new construction increases (80%) and median values have increased as indicated in the report. 23 <br /> 24 <br />Council Member Rafferty confirmed that 84 and 152 are the permits numbers. 25 <br /> 26 <br />Mr. Schutz noted that two individuals were present that intended to appeal their valuation. However 27 <br />staff has not had the opportunity to work with them and intends to do so. The individuals indicated 28 <br />that they are comfortable with that option; the board doesn’t need to hear back from them. 29 <br /> 30 <br />Mr. Schutz explained that he heard from several individuals with questions about their valuation, 31 <br />however, they did not recontact him nor are they present for the meeting tonight. He will retain the 32 <br />names and property numbers for those individuals. 33 <br /> 34 <br />Council Member Manthey confirmed that there were no other individuals wishing to address the 35 <br />board. 36 <br /> 37 <br />Dan Eichens, Anoka County Commercial/Industrial Appraiser addressed the council. He noted that 38 <br />the owner of the Hampton Inn and Suites in Lino Lakes has contacted the County with a concern 39 <br />about that property’s valuation. The issue revolved around occupancy and the amount of the property 40 <br />valuation increase proposed. Mr. Eichens has worked with the individual and reached a resolution to 41 <br />the concern as follows: 42 <br /> 43 <br />Parcel # 08-31-22-34-0022. – resolution agreed upon: valuation reduction of $59,500, to change the 44 <br />value to $3,248,000. 45
