COUNCIL MINUTES May 14, 2018 <br />DRAFT <br />3 <br />ADMINISTRATION DEPARTMENT REPORT 84 <br />3A) Consider Resolution 18-58, Supporting Financial Contributions to School Districts for 85 <br />Playground Structures – Mayor Reinert explained that he has worked with School District 86 <br />Superintendnet Dietz (SD 12) regarding the replacement of play structure at Rice Lake Elementary. 87 <br />Funding was sought from the City but the mayor said he needed to learn more because the City’s 88 <br />budget is much smaller than the school district. After gaining knowledge about the district’s inability 89 <br />to fund the structures, he was able to come up with a solution whereby the school district contributes 90 <br />an amount and the City would match that by 50%. He also feels that this solution for 2018 could 91 <br />represent a good policy for future consideration of these funding decisions. The resolution represents 92 <br />the funding commitment now and a policy for the future. He added that the council was able to 93 <br />allocate funding in this year’s budget for park improvements (for the first time in a while due to 94 <br />economic realities). 95 <br /> 96 <br />Council Member Rafferty asked if the policy would apply to the Forest Lake District and Mayor 97 <br />Reinert explained that the resolution is written to allow for funding to any school district in Lino 98 <br />Lakes but only for a facility that is located in the City. 99 <br />Council Member Rafferty asked if there is a limit to what would be considered and Mayor Reinert 100 <br />said the limit is $20,000 per year. 101 <br />Council Member Manthey suggested that he feels somewhat rushed on the question. He feels the 102 <br />council should have the opportunity for more discussion. 103 <br />Council Member Manthey moved to postpone the Resolution. 104 <br />Mayor Reinert suggested that there was adequate time to discuss the matter. 105 <br />Council Member Rafferty seconded the motion. He feels there was discussion but if a member of 106 <br />body wants more time, he can support a delay. 107 <br />Council Member Manthey further explained his outstanding questions. He would have preferred for 108 <br />all council members to be a part of the conversation with the school superintendent. 109 <br />Council Member Rafferty said he’s not opposed to having more discussion but he is appreciative of 110 <br />the mayor taking the initiative to meet and work out a policy. He is comfortable with the policy as 111 <br />presented but he is open to more discussion if a council member feels that is needed. 112 <br />Mayor Reinert added that he is prepared to move forward. 113 <br />Council Member Manthey said he’d prefer to have more time. 114 <br />Council Member Maher said she completely understands Council Member Manthey’s request and 115 <br />will support the motion for more discussion even though she personally doesn’t need additional 116 <br />discussion to support the resolution. 117 <br />Council Member Manthey asked the mayor if the matter is time sensitive. Mayor Reinert said that 118 <br />there are people who’d like to see it go forward. 119 <br />Motion to postpone failed on a voice vote. 120 <br />Council Member Stoesz moved to approve Resolution No. 18-58 as presented. Council Member 121 <br />Maher seconded the motion. 122
