Chapter 3: Land Use Plan <br />2. Chapter 7: Sanitary Sewer Plan <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is seeking Council approval of a Comprehensive Plan Amendment to the City’s 2030 <br />Comprehensive Plan to allow four existing homes along Ash Street to connect onto existing <br />sewer lines. The following amendments are recommended: <br />• Amendment to Chapter 3: Land Use Plan to add the southern 540 feet of PID: 32-31-22- <br />33-0002, PID: 32-31-22-33-0004, and PID: 32-31-22-33-0005; and the entire parcel of <br />PID: 32-31-22-33-0006 into Stage 1B Planned (2015-2020). <br />• Amendment to Chapter 7: Sanitary Sewer Plan to add the southern 540 feet of PID: 32- <br />31-22-33-0002, PID: 32-31-22-33-0004, and PID: 32-31-22-33-0005; and the entire <br />parcel of PID: 32-31-22-33-0006 into Stage 1B Planned (2015-2020). <br /> <br />BACKGROUND <br /> <br />On September 12, 2011, the City of Lino Lakes adopted the 2030 Comprehensive Plan Update <br />in compliance with Minnesota State Statutes 473.864, Subd. 2. As part of the Plan Update, a <br />future land use plan was created, future sanitary sewer flow and capacities were projected, and <br />the City was divided into several Sewer Districts for future planning purposes. <br /> <br />In analyzing vision for future land use, as well as the future sanitary sewer system with “full <br />build out” of the Future Land Use Map, certain criteria were assumed/planned for. <br />1. PID: 32-31-22-33-0002, PID: 32-31-22-33-0004, PID: 32-31-22-33-0005, and PID: 32- <br />31-22-33-0006 were guided as “Low Density Residential” land use; <br />2. A future sanitary sewer system was planned to extend to provide service to PID: 32-31- <br />22-33-0002, PID: 32-31-22-33-0004, PID: 32-31-22-33-0005, and PID: 32-31-22-33- <br />0006 through Sewer Subdistrict No. 1C.
