<br />WS – Item 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 4 <br /> <br /> <br />Date: June 4, 2018 <br /> <br />To: City Council <br /> <br />From: Michael Grochala <br /> <br />Re: Watermark Project Status <br /> <br /> <br />Background <br /> <br />In June of 2016, the City Council passed Resolution No. 16-51 approving the PUD <br />Development Stage Plan/Preliminary Plat for Watermark. On December 11, 2017 the <br />City Council approved Resolution No. 17-133, amending the Watermark PUD <br />Development Stage Plan. <br /> <br />Since the approvals in December staff has been working with Lennar to revise the <br />preliminary development plans based on the conditions of approval. The following <br />actions will be brought forward over the next few months: <br /> <br />1. Rice Creek Watershed District (RCWD) Comprehensive Stormwater <br />Management Plan (CSMP). The CSMP defines the trunk drainage plan and <br />stormwater management requirements for approximately 1,400 acres between <br />Peltier Lake and the municipal border with Hugo. RCWD will be considering <br />approval of the plan at their June 6, 2018 meeting. Once approved the City can <br />move forward with design on the Peltier Lake Outlet improvements. <br /> <br />2. Grading and Trunk Utility improvements. Lennar is proposing to commence <br />grading and trunk utility improvements. Staff is reviewing the construction plans <br />and preparing the Grading and Trunk Utility Improvement agreement. Staff is <br />anticipating consideration by the City Council at the June 29, 2018 meeting. <br /> <br />3. Final Stage Plan/Final Plat. Lennar is preparing submittal on the Final Stage Plan <br />and Final Plat for it’s first phase. Staff expects Planning and Zoning Board <br />review in July. City Council action is expected in August. Approvals will also <br />include consideration of the Master Development Agreement. Phase 1 includes <br />approximately 193 lots. <br /> <br />4. Peltier Lake Outlet Improvements. WSB is continuing to work on the land <br />appraisals. Staff is preparing a funding plan for review by City Council. The <br />primary funding source is Surface Water Management Trunk funds. The project <br />will include an assessment agreement with Mattamy/Lennar. <br />
