<br />WS – Item 2 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 2 <br /> <br />Date: June 4, 2018 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: Comprehensive Plan Update <br /> <br />Background <br /> <br />Open House <br /> <br />The City held an Open House on Tuesday, April 3, 2018 to present the draft 2040 <br />Comprehensive Plan to the public. There were 12 people that signed-in. Members of the City <br />Council and Advisory Boards also attended. Open House Feedback Forms were provided to <br />people to make comments and suggestions regarding the plan. Overall, general feedback from <br />those who attended was positive. <br /> <br />Staff did receive one formal written request from the Lundgren family to change the proposed <br />utility staging area. They own 4 parcels totaling approximately 110 acres along CR J (Ash <br />Street). The 2040 Comprehensive Plan proposes their property be in the Stage 2B (2035-2040) <br />utility staging area. The Lundgrens are requesting their property be in the Stage 1A (2018-2025) <br />utility staging area. <br /> <br />Staff also received a verbal request from the Noren family. They own 3 parcels totaling <br />approximately 80 acres along Holly Drive and CR J (Ash Street). The 2040 Comprehensive Plan <br />proposes their property also be in the Stage 2B (2035-2040) utility staging area. The Norens are <br />requesting their property be in the Stage 1A (2018-2025) utility staging area as well. <br /> <br />Staff will review their requests and make a recommendation to the Planning & Zoning Board <br />meeting at a future meeting. <br /> <br />Schedule <br /> <br />The City Council approved the request for extension on May 14, 2018. The Metropolitan <br />Council approved the request on May 23, 2018. The approval also included extension of the <br />planning grant expiration to July 15, 2020. Accordingly the planning process schedule is as <br />follows:
