12 <br /> <br />The project area is located within in the RCWD Lino Lakes Comprehensive Wetland <br />Protection and Management Plan (CWPMP) area. The intent of the CWPMP is to <br />preserve/enhance high-priority wetlands/wetland corridors. Six (6) of the 7 wetlands are in the <br />Wetland Management Corridor (WMC). The exception is Wetland 1. Wetland buffer <br />easements covering 14.2 upland acres will protect the WMC. <br /> <br />In summary, post-development wetland hydrological regime is equal to predevelopment <br />conditions, wetland water quality is higher overall than pre-development conditions, and <br />wildlife habitat structure improves overall post-development likely due to removal/conversion <br />of cropland to permanent upland buffer. <br /> <br />Per Sheet W1, Wetland Buffer Exhibit prepared by Carlson McCain revision dated 4/11/18: <br /> <br />Wetland Summary <br />Total Delineated Wetlands 41.9 acres <br />Wetland Fill 1.6 acres <br />Wetland Enhancement 3.8 acres <br />Vegetation Restoration 4.4 acres <br />WMC Buffer Area 8.3 acres <br /> <br />This sheet shall be revised to also include the WMC Buffer Area on Outlot A. <br /> <br />Conservation easements shall be required over Outlots A, B, C and D. <br /> <br />Rare & Endangered Species <br /> <br />Minnesota endangered and threatened species must be considered when submitting a wetland <br />replacement plan. A rare plant survey identified portions of three populations of state- <br />threatened plant species that would be impacted by the development. A Takings Permit <br />Application has been submitted to the MNDNR for their review and approval. <br /> <br />Staff would support reducing the lot depths of Lots 1-4, Block 5 to 120-125 feet to protect this <br />area of rare plant species habitat. <br /> <br />Federal endangered species of concern in the region include the northern long-eared bat <br />(NLEB). Based on the tree species present onsite and the fact that there are no known NLEB <br />hibernacula or roosting colonies in the project vicinity, negative effects to the NLEB or its <br />habitat are not expected. <br /> <br />Floodplain <br /> <br />The 2015 DFIRM indicates Zone A floodplain on site, mainly over the easterly wetland <br />complex and along ACD 32. Per RCWD modeling data, the east floodplain base flood <br />elevation is 904.5 and the west floodplain elevation is 904.2. Per Sheet FP, Floodplain Exhibit, <br />242 cy of floodplain fill is required. Proposed floodplain mitigation is 48,252 cy.
