17 <br /> <br />Planning Districts <br /> <br />The site is located in Planning District 2 and is guided for low density residential development. <br />A recommendation for District 2 is to implement the Main Street Access Management Study. <br />Nature’s Refuge implements this plan. <br /> <br />The site is located within the Marshan resource management unit (RMU) that identifies <br />wetlands, the wetland preservation corridor and greenway system. Wetland buffers and <br />conservation easements will protect the natural resources. <br /> <br />PUD Final Stage Plan/Final Plat <br /> <br />A land use application for PUD Final Plan/Final Plat shall be required. <br /> <br />Findings of Fact <br /> <br />The Findings of Fact for the Rezoning and PUD Development Stage Plan/Preliminary Plat are <br />detailed in Ordinance No. 05-18 and Resolution No. 18-70, respectively. <br /> <br />RECOMMENDATION <br /> <br />The Planning & Zoning Board held a public hearing on February 14, 2018 and continued the <br />hearing to May 9, 2018. Public comments included concerns regarding groundwater and <br />wetland impacts, tree removal and additional traffic onto Main Street. The Planning & Zoning <br />Board voted 6-0 in favor of the Rezoning and PUD Development Stage Plan/Preliminary Plat <br />for Nature’s Refuge. <br /> <br />At the June 4, 2018 Council Work Session, the City Council reviewed the development and <br />expressed concerns regarding the proposed PUD flexibilities, especially those lots that did not <br />meet a minimum 10,800 sf net area. Resolution No. 18-70 includes those PUD flexibilities but <br />can be revised at the June 4, 2018 Council meeting at Council’s discretion. <br /> <br />ATTACHMENTS <br /> <br />1.
