2 <br /> <br />structures through the conservation and more efficient use of land in such <br />developments. <br /> <br />Flexible site design with narrower right-of-way and reduced setbacks allows Nature’s Refuge to <br />develop a residential conservation subdivision and construct of an extensive greenway corridor <br />and storm water management system. <br /> <br />c. The preservation and enhancement of desirable site characteristics such as existing <br />vegetation, natural topography and geologic features and the prevention of soil <br />erosion. <br /> <br />Restoration and enhancements within Wetland 2 and Wetland 3 (wetland bank area) will boost <br />vegetative diversity through release and stimulation of existing native seeds. Rare plant species <br />will also thrive and expand as a result of the restoration. <br /> <br />d. A creative use of land and related physical development which allows a phased and <br />orderly transition of varying land uses in close proximity to each other. <br /> <br />Nature’s Refuge creates a multi-functional greenway corridor by integrating the stormwater <br />management system, wetland management and open space areas and trails into one unified <br />system. The trails and sidewalks connect the residential development to the elementary school <br />and Main Street. <br /> <br />e. An efficient use of land resulting in smaller networks of utilities and streets thereby <br />lowering development costs and public investments. <br /> <br />Reduced right-of-way widths and setbacks provide an efficient use of land and lowers <br />development and public investments. <br /> <br />f. Promotion of a desirable and creative environment that might be prevented through <br />the strict application of City zoning and subdivision regulations. <br /> <br />Strict application of an 80 foot right-of-way width and 40 foot setback would result in greater <br />impacts to the wetlands and natural resources. <br /> <br />Preliminary Plat <br /> <br />Per Section 1001.013, Premature Subdivision: <br /> <br /> (1) General. Any concept plan, preliminary plat or final plat deemed premature pursuant to the <br />following criteria shall be denied by the City Council. <br /> <br /> (2) Conditions for establishing a premature subdivision. A subdivision may be deemed <br />premature should any of the following conditions not be met. <br /> <br /> (a) Consistency with the Comprehensive Plan. Including any of the following: <br /> 1. Land use plan; <br /> 2. Transportation plan; <br /> 3. Utility (sewer and water) plans;
