CITY COUNCIL WORK SESSION May 29, 2018 <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : May 29, 2018 4 <br />TIME STARTED : 6:00 p.m. 5 <br />TIME ENDED : 6:15 p.m. 6 <br />MEMBERS PRESENT : Council Member Rafferty, Maher, 7 <br /> Manthey, Stoesz and Mayor Reinert 8 <br />MEMBERS ABSENT : None 9 <br /> 10 <br />Staff members present: City Administrator Jeff Karlson; Public Safety Director John 11 <br />Swenson; Human Resources Manager Karissa Henning; Finance Director Sarah Cotton; 12 <br />City Clerk Julie Bartell 13 <br /> 14 <br />Review Regular Council Agenda of May 29, 2018 – 15 <br /> 16 <br />Item 2A, Issuance of Revenue Note for the City of Columbia Heights - Finance Director 17 <br />Cotton explained that the resolution grants post approval (the council approved a 18 <br />resolution earlier) to the City of Columbia Heights to issue the bonds. She also noted 19 <br />that the City has a policy in place providing for collection of a $2,500 fee. 20 <br /> 21 <br />Council Member Stoesz suggested that the policy be brought to the City Economic 22 <br />Development Advisory Committee for review. 23 <br /> 24 <br />Item 3A, Appointment of Accounting Clerk/ Utility Billing– Human Resources Manager 25 <br />explained the process that has been used to identify a candidate for the vacant Utility 26 <br />Billing/Accounting position in the Finance Department. She noted that the position 27 <br />duties have been revised and the salary amended accordingly. Staff is recommending 28 <br />that the candidate be granted step two on the salary scale. 29 <br /> 30 <br />Item 3B, Amending Chapter 301 of the City Code relating to Public Parks and Grounds, 31 <br />providing an exception to alcohol restriction for community festival – City Clerk Bartell 32 <br />noted that the council has reviewed and approved 1st Reading of this ordinance that would 33 <br />allow for intoxicating beverages on park grounds for Blue Heron Days events. The 34 <br />council would maintain consideration over these event by the requirement for a 35 <br />resolution. Conditions could be placed on events through that process. Ms. Bartell 36 <br />added that she investigated the possibility of limiting, by ordinance, the exception to beer 37 <br />and wine and that is feasible.
