<br />CITY COUNCIL <br />AGENDA ITEM 6D <br /> <br /> <br />STAFF ORIGINATOR: Diane Hankee PE, City Engineer <br /> <br />MEETING DATE: June 25, 2018 <br /> <br />TOPIC: Resolution of Support Federal Funding for I 35E and County Road <br />J Interchange, and the Centerville Road and County Road J <br />Intersection Project <br /> <br />VOTE REQUIRED: 3/5 Vote Required <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting Council consideration for supporting federal funding for the Interstate (I) <br />35E and County Road J Interchange, and the Centerville Road and County Road J Intersection <br />Projects. <br /> <br />BACKGROUND <br /> <br />The City Council passed a resolution on October 9, 2017 approving the Intersection Control <br />Evaluation (ICE) Report for the Centerville Road and County Road J intersection. The <br />intersection is under the jurisdiction of multiple agencies including: the City of Lino Lakes, City <br />of North Oaks, Anoka County and Ramsey County. These agencies along with the Minnesota <br />Department of Transportation (MnDOT) approved the report. <br /> <br />The ICE report identified that under existing conditions the southbound approach and the <br />westbound right turn movements were having unsatisfactory levels of service in the a.m. and <br />p.m. peak periods. The study used the City’s existing traffic (2018), and projected traffic based <br />on future land use (2038), to determine acceptable levels of service. The analysis concluded that <br />either a traffic signal system or roundabout would address the unsatisfactory levels of service, <br />and provide adequate levels of service through 2038. <br /> <br />As part of the MnDOT I 35E corridor planning they laid out a concept plan for the I 35E and <br />CR J Interchange. Due to continued congestion and access issues in this corridor, Ramsey County <br />in coordination with Anoka County are applying for Federal Funding for the I-35E and CR J <br />interchange, and the Centerville Road and County Road J intersection improvements. <br /> <br />RECOMMENDATION <br />Staff recommends adoption of Resolution No. 18-78 supporting Federal Funding for the I-35E <br />and County Road J Interchange, and the Centerville Road and County Road J Intersection <br />Projects. <br /> <br />ATTACHMENTS <br />Resolution No. 18-78
