11 <br /> <br />Level of Service <br /> <br />Level of service is a term to measure how traffic operates in intersections. If the existing LOS outside of the proposed subdivision is C, traffic generated by a <br />proposed subdivision will not degrade the level of service below C. <br /> <br />Per the traffic study, the existing LOS is C and the 2021 Build LOS is C. The proposed <br />development meets the subdivision ordinance requirements. <br /> <br />The traffic study notes the added roadway traffic due to the proposed Nature’s Refuge develop <br />will have an impact on the surrounding roadways but that impact is minor. To mitigate impacts <br />and improve safety, right and left turn lanes on CSAH 14 (Main Street) are being constructed. <br />A southbound right turn lane from Street A onto CSAH 14 (Main Street) is also being <br />constructed. This is supported by Anoka County Highway Department. The City and County <br />are also working with Lino Lake Elementary School to eliminate their westerly driveway and <br />connect with Nature’s Refuge. <br /> <br />Wetlands <br /> <br />A WCA Notice of Decision for the wetland boundary delineation was approved by RCWD on <br />June 16, 2016. Seven (7) wetlands were delineated on site totaling 41.91 acres. ACD 32 is not <br />classified as a wetland. <br /> <br />A revised WCA Permit Application for wetland sequencing and mitigation was prepared by <br />Kjolhaug Environmental Services on April 18, 2018. The project area is located within in the <br />RCWD Lino Lakes Comprehensive Wetland Protection and Management Plan (CWPMP) area. <br />The intent of the CWPMP is to preserve/enhance high-priority wetlands/wetland corridors. Six <br />(6) of the 7 wetlands are in the Wetland Management Corridor (WMC). The exception is <br />Wetland 1. Wetland buffer easements covering 14.2 upland acres will protect the WMC. <br />
