13 <br /> <br />A FEMA Conditional Letter of Map Revision (CLOMR) or Letter of Map Revision (LOMR) is <br />not required because floodplain impacts do not encroach into any single family lots. <br /> <br />Growth Management Policy <br /> <br />Per the Comprehensive Plan (page 3-27), an annual average of 230 units per year over each 5 <br />year phasing period not to exceed 345 units in any 1 year is allowed. At the end of the 5 year <br />phasing period unallocated units will be averaged out over the next 5 years. <br /> <br />Nature’s Refuge is proposed to be graded and developed in one (1) phase. <br /> <br />Homeowner’s Association (HOA) <br /> <br />A homeowner’s association shall be required to maintain landscape buffer areas, any common <br />area/signage and possibly certain stormwater ponds (i.e. Pond 300). Details regarding <br />ownership and maintenance will be finalized during the final plat process. <br /> <br />Comprehensive Plan <br /> <br />Resource Management System Plan <br /> <br />The Resource Management System Plan provides the conservation design framework for the <br />Comprehensive Plan and sustainable decisions regarding growth and development. It provides <br />a unified system approach to natural resource management and natural resource based <br />amenities. <br /> <br />Goals of the Resource Management System Plan include: <br /> <br /> Parks, Trails, Open Space and Recreation <br />o Goal #3: Develop, maintain, and connect the current and proposed trails in the <br />City of Lino Lakes and Rice Creek Regional Park in a manner that preserves and <br />sustains the natural environment. <br /> <br /> Natural Resources and Amenities <br />o Goal #1: Identify, protect and preserve the desirable natural areas and ecological <br />and aquatic resources of the community. <br />o Goal #2: Initiate and continue vigorous collaborations and programs to address, <br />restore, and preserve the water quality of the region’s lakes, wetlands and other <br />aquatic assets. <br /> <br /> Land Use Policies <br />o Goal #1: Ensure that well-planned, quality residential, commercial, industrial <br />and institutional development to accommodate the city’s projected growth needs <br />occurs in a manner that also conserves and enhances the city’s natural resources <br />and amenities. <br /> <br />The Resource Management System Plan identifies the following needs in the area: <br />
