16 <br /> <br /> <br />Goal 7: Maintain and coordinate the transportation system with adjacent communities, Anoka <br />County, Washington County, Metropolitan Council and Mn/DOT. <br /> <br />Policies: <br />1. Use the functional classification system to define and plan existing and new <br />roadways. <br />2. Develop and utilize access management guidelines in conjunction with Anoka <br />County. <br />3. Continue to work with surrounding jurisdictions, state and federal agencies to <br />ensure an integrated transportation system. <br /> <br />Nature’s Refuge meets the goals of the 2030 Transportation Plan. The Plan identifies the need <br />for a north/south minor collector road through this development. Street A and Street C are the <br />minor collector roads that will eventually extend north to Pine Street upon future development. <br />Sidewalks and trails throughout the Nature’s Refuge provide alternative modes of <br />transportation. The 1999 Anoka County TH 242/CSAH 14 Access Management Plan identifies <br />at-grade full access at Wood Duck Trail and CSAH 23 and restricted movements in between. <br />Nature’s Refuge is consistent with the access management plan. <br /> <br />Sanitary Sewer Plan <br /> <br />Goals of the sanitary sewer plan are to ensure well-planned, quality residential development <br />that conserves and enhances the city’s natural resources and to provide an affordable and safe <br />sanitary sewer system. <br /> <br />Nature’s Refuge meets the goals of the sanitary sewer plans. The site is located in Sanitary <br />Sewer District 2 (Sub-district 2B) and is ultimately served by MCES Interceptor 83-61, a 24- <br />inch gravity sewer located in North Road which is adequately sized for the development in the <br />district. <br /> <br />The site is located in Utility Staging area 1A=2008-2015. <br /> <br />Water Supply Plan <br /> <br />A goal of the water supply plan is to provide residents affordable potable water that is safe and <br />of high quality for daily consumption and fire demand. <br /> <br />Nature’s Refuge meets the goals of the water supply plan. The site is served by a 12” <br />watermain located along CSAH 14 (Main Street). The water system has capacity to serve this <br />residential development. <br /> <br />Planning Districts <br /> <br />The site is located in Planning District 2 and is guided for low density residential development. <br />A recommendation for District 2 is to implement the Main Street Access Management Study. <br />Nature’s Refuge implements this plan. <br />
