<br />Building a legacy – your legacy. 701 Xenia Avenue South <br />Suite 300 <br />Minneapolis, MN 55416 <br />Tel: 763‐541‐4800 <br />Fax: 763‐541‐1700 <br /> <br />Memorandum <br /> <br />To: Katie Larsen, City Planner <br />From: Diane Hankee PE, City Engineer <br />Dane Ekdom, EIT <br /> <br />Date: June 22, 2018 <br /> <br />Re: Nature’s Refuge Preliminary Plat Review <br />WSB Project No. 011406-000 <br /> <br /> <br /> <br />We have reviewed the Preliminary Plat documents received June 18, 2018 for the Nature’s <br />Refuge development including: <br /> <br />• June 15, 2018: Preliminary Plan Set prepared by Carlson McCain <br />• June 16, 2018: HydroCAD report prepared by Carlson McCain <br />• December 5, 2017: WCA Wetland Permit Application, prepared by Kjoulhaug <br />Environmental Services Company <br /> <br />The following are our review comments that should be responded to in writing by the applicant. <br />City comments are in blue. <br /> <br />The applicant shall submit an updated Geotechnical Report, SWMP, and RCWD approval <br />for ACD 10-22-32 realignment, per our comments below. <br /> <br />Engineering <br /> <br />• General <br /> <br />The Nature’s Refuge development includes 95 acres north of CSAH 14 (Main Street), west <br />of CSAH 23 (Lake Street) and east of Wood Duck Trail. The revised project proposes 62 <br />single family houses and associated infrastructure. This property was originally part of a <br />larger development of which an Environmental Assessment Worksheet (EAW) was <br />prepared. The evaluation concluded that the project did not have the potential for significant <br />environmental effects. The EAW included a comprehensive analysis of the area which we <br />incorporated as part of our review for Nature’s Refuge. <br /> <br />The site has relatively flat topography, with elevations ranging from 904 to 914. Much of <br />the site is below 905, which is the approximate elevation of the delineated wetlands on the <br />site. The geotechnical conditions of the site indicate that there is one foot of topsoil <br />overlaying glacier outwash including silty sand and poorly graded sand. Sandy lean clay
