WS – Item #1

WORK SESSION STAFF REPORT
Work Session Item No. 1

Date: September 4, 2018

To: City Council

From: Diane Hankee, City Engineer

Re: Water Storage Siting Analysis

Background

The City preformed a water system evaluation in 2017 identifying the need for additional
water storage. Subsequently a site for a 1.5 MG Water Tower is being studied. Multiple
sites along the City’s trunk 16-inch diameter watermain have been considered. The trunk
watermain primarily runs east-west along Birch Street, and also heads south along 12th
Street and Holly Drive and ends at Cripple Creek Pass.

The City authorized a geotechnical evaluation at two sites: Birch Street and Centerville
Road (City Property), and Holly Drive and Holly Court (Privately Owned). Both sites
require structural pilings.

The following table is a comparison of the two sites:

Based on the analysis it is recommended that the City move forward with the final design
and construction of a 1.5 MG Water Tower on the Birch Street and Centerville Road
(City Property) site. The City’s parks department has drafted a concept plan for a future
park project with the Water Tower.

Requested Council Direction

Confirm the site selection, and direct staff to move forward with the next step of final
design of the Water Tower.
Site Estimated Cost Advantages Disadvantages
Birch and
Centerville
$4,494,350 City owned property.
Close to existing 16”
trunk watermain.
None
Holly Drive $4,909,350 Trunk watermain
extension down Holly
Drive
Private property - Requires
negotiating with owner and
land purchase.
-Requires additional
watermain to connect to 16”
trunk watermain.
