WS – Item 1 WORK SESSION STAFF REPORT Work Session Item No. 1 Date: December 3, 2018 To: City Council From: Michael Grochala, Community Development Director Re: 49 & J Trunk Utility Improvements – Property Acquisition (Meeting closed to discuss offer) Background Following discussion at the October 1, 2018 and November 10, 2018 work session staff has worked with WSB to complete the appraisal and minimum compensation report for possible purchase of the property at 275 Ash Street. Since the City Council will be discussing making an offer on a parcel of the land staff is recommending that the meeting be closed for this item. A public body may close a public meeting to determine the asking price for real or personal property to be sold by the city, to review confidential or nonpublic appraisal data, and to consider offers or counteroffers for the purchase of real property. (Minn. State. §13D.05, Subd.3(c). Mr. Ben Barker of WSB & Associates will be present at the meeting to review the required acquisition process and present the findings of the minimum compensation report. The proposed property is located at 275 Ash Street, immediately west of the former 49 Club property. Acquisition of multiple utility easements were being considered as part of the proposed 49 and J trunk utility extension and retrofit of existing sewer service. Acquisition of the entire property eliminates some off-site easement acquisition, and provides additional access and utility alignment opportunities. Funding for acquisition would be from the Trunk Area and Unit fund. Requested Council Direction Staff is requesting council direction to place consideration of the offer on the December 10, 2018 regular meeting agenda. Attachments 1.
