<br />WS – Item 3 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 3 <br /> <br />Date: October 1, 2018 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: 49 & J Trunk Utility Improvements – Easement Acquisition <br /> <br />Background <br /> <br />The City Council authorized preparation of plans and specifications to for the CRJ/CSAH 49 <br />Trunk Utility Improvements in March of 2018. The purpose of the improvement is to provide <br />sanitary sewer and water main to services to approximately 60 acres of property surrounding the <br />J and 49 intersection. The project also includes reversing existing sewer flow for 12 Lino Lakes <br />properties that are currently serviced by Shoreview. <br /> <br />WSB is nearing completion of the plan preparation and has identified potential areas where <br />easement acquisition would be required to facilitate the improvements. There are three <br />properties that will be potentially affected by the improvements. These include two single <br />family properties located east of Woodridge Lane and a portion of the 49 Club property. <br /> <br />Staff has had some initial discussion with the property owners to provide information about the <br />project and discuss the easement acquisition process. We have reached a point in the design <br />process where property acquisition could have an impact on the design process. We are also <br />aware that one of the properties will be listed for sale in the next week. As a result staff is <br />seeking some additional guidance from the City Council. <br /> <br />Parcel #1, 255 Ash Street <br /> <br />Sanitary sewer force main and trunk water main are proposed to be extended across the rear of <br />this property. A 20’wide easement will required across the rear of this property. The owner is <br />has been willing to work with the City but is in the process of selling the property at this time. <br /> <br />• Staff is requesting council authorization to acquire the easement prior to the property <br />selling and a new owner entering the discussion. If desired, WSB will complete the <br />Minimum Damage Acquisition Report for City Council approval. <br /> <br />• Staff is also requesting consideration by the Council to purchase the property in its <br />entirety. This would provide redevelopment options and include the ability to put the <br />property back on the market after our improvement project is completed. If desired, WSB <br />will complete an acquisition appraisal for the property. <br />
