WS – Item 9
WORK SESSION STAFF REPORT
Work Session Item No. 9

Date: October 1, 2018

To: City Council

From: Jeff Karlson, City Administrator

Re: Council Compensation

Background

At the last work session on September 4, staff recommended the council adopt an
ordinance that would increase council salaries. The mayor and councilmembers last
received a raise in 2008-2010.

Staff recently conducted a salary survey comparing salaries of mayors and
councilmembers, which showed that Lino Lakes is considerably below the average
compared to cities of similar size. Based on what council salaries are projected to be in
2019 amongst these cities, the mayor is below average by 42% and councilmembers are
nearly 36% below the average.

Mayor Reinert proposed a 39% across-the-board increase. There was also a
recommendation to increase the special meeting stipend from $40 to $60 since the
stipend had not increased in 27 years. The council further agreed to increase the EDA
member meeting stipend from $35 to $40, and to lower the EDA president stipend from
$50 to $40.

After further discussion, staff was directed to gather more information, including the
average number of council meetings per month in the comparison cities and any
additional compensation that other city councils receive for extra meetings.

Staff obtained this information and updated the survey that was previously distributed to
the council.

Attachments

Council Compensation Survey
